Why is my header on every page?

If you see the header/footer on every page, then you are putting it in the primary Header/Footer. If you’re seeing it only on odd pages, then you have enabled “Different odd and even” which makes the primary header/footer the Odd Page Header/Footer.

If you open the document and press Ctrl-A, then Alt-P-S-P to open the Page Layout dialogue and choose the Layout tab and either of the ‘Different odd and even’ or ‘Different first page’ boxes is checked or shaded, that’s probably part of your issue.

Go into the header or footer. This will automatically activate the Design tab of the ribbon. In the Options group, there are check boxes for “Different first page” and “Different odd and even pages”.

For every page that needs a different footer, add a section break: Double-click the footer that you want to change, and uncheck the “Link to previous” checkbox under the Design tab (for Word 2018) or the “Header & Footer tools” tab (for earlier versions).
